   파월 의장은 7일(현지시간) 연방공개시장위원회(FOMC)가 기준금리를 4.25∼4.50%로 세 번 연속 동결한 뒤 연 기자회견에서 “발표된 큰 폭의 관세 인상이 지속된다면 인플레이션 상승, 성장세 둔화, 실업률 증가가 야기될 가능성이 크다”고 말했다. 2%대 인플레이션을 유지하고 최대 고용을 달성한다는 두 가지 목표를 연준이 동시에 달성하는 게 도널드 트럼프 미국 행정부의 관세 정책 탓에 더 힘들어질 수 있다는 것이다. “우리는 양대 목표가 긴장 상태에 놓이는 도전적인 시나리오에 맞닥뜨릴 수 있다”고 파월 의장은 토로했다. 다만 “아직 현실화하지는 않았다”고 단서를 달았다.

   현재 연준은 진퇴양난 처지다. 관세는 물가와 실업률을 둘 다 높일 가능성이 있다. 가격 상승이 수요 위축, 공급 감소, 경기 침체, 실업 증가로 이어질 수 있다. 설상가상으로 트럼프 행정부 관세 정책은 예측하기가 어렵다. 기업들의 신규 투자를 위축시킬 공산이 크다.
